This is a bitcoin mining pool run by Ars Technica community member BurningToad. The pool is not in any way officially affiliated with Ars Technica.
There is currently no fee (0%), but there is a default donation set at 1%. You may change this donation percentage to anything from 0 to 100%. Transaction fees are kept by the pool (usually 0.04-0.16 BTC.) Payment is based on the Shared Maximum Pay-Per-Share method described by Eligius. This payment system ensures a constant BTC value per share, which means that the pool is not vulnerable to pool-hopping, which can cause you to earn less in standard proportional pools than you should! You will earn (1 / difficulty) * 50 BTC per share, which is currently 0.000028848248 BTC. This is the average expected value per share, because each share has a 1 / difficulty chance to find a block. In order to use a pay-per-share system like this, the pool keeps surpluses on "lucky" rounds, to pay extra BTC on "unlucky" rounds. This may mean that your payments can be delayed if we are unlucky for an extended time period. However, if you have unpaid credit built up, it will eventually get paid to you, even if you stop mining.
